With the support of Mrs.Noriko Hornmark (Japan). OGCDC began the borrowing fund for the family's with disabled children since 1999.  The program are began in Quang Tri province, this province has a large amount of poverty, due to the large degree of fighting there during the war.

In this program, we combined with The Population Family and Children committee in Quang Tri province and Peole's Committee, where they oversee and manage the fund themselves. The fund is granted in to a village unit, which they then choose ten of the poorest family's with disabled children to lend 1,000,000 VND with discount rate 0,5% on a month over two years. The profit is used to pay for overseer's wage.

Untill now, some fifteen villages have been involved with this program  We hope that this model of loans projects will be used more and more in other areas to support poor families with disabled children.

We hope to develop this model in purpose of partially supporting income for poor family with disabled children.
